No primary boost

Alright, so ive been trying to search on this problem, but the search function has been down for the past two days. So Im just gonna post my problem.

I was having some pretty bad boost issues. It would boost the full 10 psi on the first turbo, but once the switch over would come at 4500 it would fall on its face and not boost more than 2psi. So I figured it was some of my solenoids being bad, so I got some of those from a person online, and decided to just replace all of them. I finally got the secondary to boost now. The only catch is that it will only hit around 8 psi, and the primary wont spool at all. So its 0 psi of boost till 4500rpms, then it will make about 8psi till redline.

My mods are in my sig. Im suprised the boost isnt creeping with my current set up, with the hallowed out cat and all. Any body have a good place to start lookin around. This was my 5th time takin apart the upper half of the engine since putting my new rebuild in. Hopefully it will only be one more time.
