No Power!!!!!

Help!!!
Just got my motor rebuilt and I get no pull past 3500 RPM. From 1-3 I get a good strong pull but once the needle pass 3.5 all I get is is the engine rev all the way to redline and I get no pull and no acceleration.

I might think that the secondary turbo is not boosting correctly, check your boost reading. Probably due to the solenoids (actuator)
