No pills but 9 psi

I just finished some work on the car and it has the following mods: intake, efini y-pipe, intercooler, downpipe, midpipe, catback. I'm using a pfc and before I try to play with boost settings I took both pills out of the lines to see if I got 7 psi. Instead I get 9psi straight to redline and also during the transition (in 2nd gear). Should I interpret the 2 extra psi as creep or a boost leak in the system? I wanted to set the car to around 14psi for tuning by adjusting the wastegate opening size but I'm confused because I'm not getting the baseline 7 psi. Any help would be appreciated.

You're lucky to be holding at 9 psi with a full exhaust and intake.

hmm, i guess that means there isnt a boost problem. now onto raising the boost!

i didnt mean to say boost leak but rather a loose vaccum hose somewhere
