Exclamation never seen this boost problem before, need help!

ok will get strait to the point. last night i was on the freeway and i was doin about 80 and i was in 5th just staying with traffic. then i decided i wanted to drop it to forth and feel how the car was doin. when i went in the 4th the boost jump to 10 and when it hit 4500 the boost drop to about 5 psi and it was jumping up and down from 5 to 10 psi really rapidly. the only was i can describ it was it was like hitting the rev limiter but on the turbo. i hope this makes some kind of sence. precitate any idea yall got.
