Mystery Wire? Pic Inside

Thanks to all of your input, I was able to find the problem causing my engine to run rich.. It turned out to be a bad water temp sensor. Thanks for all your help, guys!

One more question.. When I bought this car last month, I noticed this wire laying around not plugged into anything.. Does anyone know what this is and where it's supposed to plug into? It's near the water temp sensor. I circled it in red.
Thanks again!

-Matt

I think everyone has seen the "little blue plug" at some point and freaked out cus it wasn't connected to anything. I still do it every now and then, then I remember threads like these...

Long story short, if you're not in Cali, don't worry about it.
