my steering wheel moves with every bump on the road...is this caused by bump stops??

Well, I know for sure that I need some new shocks, but I was wondering what causes that extra play in the steering wheel ie. when I hit a bump my steering wheel moves. I have been told that it is the rubber joints/mounts that have just worned down to nothing. Have any of you changed these parts when modding your suspension?? I have a set of Tokicos and pro-kit eibachs that await installation and I was wondering if I may need some of those rubber mounts as well?? Thanks for any info.
