is my profec B spec I broken?

i bought a used greddy profec b spec I boost controller off ebay from that japandy guy who has sold over 2000 items on ebay. i hooked it up and put the boost setting on the lowest possible and was running 7 psi. i tried to turn it up but it still ran 7 psi, even on the highest setting possible it runs 7. i took it out of the engine bay and put it up to my ear (thinking i would hear the solenoid doing its thing while i turned the **** up and down) but i didnt hear anything. does this mean its broken? if it is, is there a way i can fix it or send it in to greddy or something?
thanks,
Craig

fwiw, I bought the greddy profec b spec 2 and in the instructions it states that it is normal to hear a clicking sound in the solenoid when the car is running. I would think your unit is ok..
