Yes, when I removed the ACV valve itself I made sure the two lines going to it were routed properly. I guess I can check the rats nest solenoids since I didn't really check them that well although it looked like it was routed properly.

they must have the correct vacuum signal. we're gong for function, not appearance here.

So today was the day. I can legally drive my FD and, boy is it a pleasure.
After spending copious amounts of money to run the test ($25 per test) and rechecking and replacing parts the car finally passed.
So short recap; The car is 99% stock for the exception of a downpipe, I redid all my rats nest with black silicone hose (I like OE look), sent my injectors to RC engineering for whatever they do to injectors,
Ran a few gallons of E85 Failed
Blocked the charge pipe and made the car run N/A, close but still failed
etc etc etc Failed
etc etc etc Failed
etc etc etc Failed
Borrowed a high mileage and questionable OEM cat, car limited to 5psi via boost leak. Failed but numbers dropped in half......
Getting really desperate, thinking of registering in different county or selling the car.
Weather was nice today so with some anxiety I took the car out for a long drive to get the cat hot, ran to almost empty tank. Added 4 gallons of 91 Octane and 1 gallon of denatured alcohol and I loosened one of the hose clamps to limit boost to nothing.
Passed first try
Moral of the story is OEM cat+ some voodoo= Pass

This hasn't been mentioned in this thread unless I missed it, but are you sure the coolant temperature sensor is in spec? If it's open or a high-resistance when engine is warm, the ECU will think the engine is cold and run too rich.

I did check the thermo sensor as well and it was withing spec. Now I do have an FC thermoswitch for the fans and it was causing the fans to come on during the test and probably increasing load.
