I there minor chips on the turbos fans are the turbos still ok if they hold good boost.

In the past I reused turbo parts with lots of little tatters on the edges and I never had a problem. The -problem- comes if there is a big piece missing from one or two blades which throws the whole thing off balance.

Tiny little nicks are probably OK. Pieces missing bigger than about a dot from a ballpoint pen are probably not going to last as long because the turbo bearings can fail from the imbalanced wheels.

Exactly. They will still run and build boost fine if they are very small nicks. If you're hard on them they just might not last as long.
