That's the split air pipe, it gives air to the cat from the air pump to help with emissions and to keep it from clogging. You can remove it if you decide to remove the air pump later on, but that can cause idle problems, I think you can just leave it there.

I hope so because I just left it sit there, whats the advantage of removing the air pump anyways, just to save weight??

It doesn't really save weight, but the air pump isn't really necessary. It crowds the turbo side of the motor and it also has a pretty funky apparatus on the inside face of the lower manifold. I removed it more or less just to get rid of all of the extra **** involved with it.

Well it wasn't hard for me because I had the motor out, so I just didn't put it back on. It shouldn't be that hard ... but if you want to do everything then you'll have to take the upper intake manifold off (no biggie to me) ... and you'll need a blockoff plate or make one. There's a writeup, I think ... just a sec ... ahhhhh here you go, young'n: http://www.robrobinette.com/air_pump.htm

Maybe you don't take my word for "not that hard" ... I think everything on that car isn't hard and I do everything myself ... except tire installation. It's just unbolting things.
