ok everyone talks about the stock twin manifold being a bottle neck, it cracks, too hot, etc. but what if someone built a aftermarket one that fits the stock twins but with larger runners, slightly diff design, and just a overall better product. is it hard to make? any ideas?

I don't think the stock manifold is a limiting factor for the stock turbos. Upgraded twins (M2, BNR) come with the manifold machined/ported for additional flow.

I just don't see much of a market for what you are proposing. I could be wrong though....
