Map Sensor Voltage

After having a vacuum problem for a while now I decided to check the voltage at the MAP sensor as per the FSM instructions. I came out with a reading of 4.96V at idle and the FSM says it should be from 1.3V to 1.5V. So does this mean that my MAP sensor is toast or could something else cause these readings and my typical vac at idle is 13-14ish. Sometimes a bit lower on a hot start. Any help would be appreciated.

The MAP sensor should have an input of around 5 volts at idle or any other time. Its the output that varies.
