Manifold exhaust leak: boost problem source?

A month ago I was fixing the non-seq. turbo spoolup problem that was sourced as the precontrol flapper in the manifold not being tied down. that fixed that but while i was down there i noticed one bolt loose that ties the beginning of the turbine housing inlet to the manifold. I used a gapper to measure the distance of the opening where the bolt had backed out and it was about 1.5mm wide, and 3-3.5 inches long. the gasket was loose in the affected area (obvious exhaust leak). I tried to close the gap by torqueing down on the bolt with my torque wrench, i knew i was nearing the stud limits but i was hoping it to hold... it didnt and broke off. When i drove the car it boosted much quicker because the flapper was tied down, however, i noticed the car has a hard time boosting past 11 psi. thats the boost problem in question. i want your concensus that my fd not boosting much past 10 psi is the leak between the motor and turbos. seems very likely to me. turbos are in good shape, and the motor is still new and perfect.

I bought a new manifold and ported the wastegate and i will port match to the motors specific streetporting when the turbos are off. i know i will need to surface the inlet to the turbine housings that meet the manifold as it has actually warped under the pressures. when this is done i should have no problems boosting to 15psi correct?

You should definitely proceed as you said, but there are many other reasons why you'd not reach full boost.

So I wouldn't be very surprised if you find it doesn't solve the boost problem completely. Then you can start looking for other leaks.

well, im kinda thinking this is the culprit because i see higher boost when the motor cooler, or running about 75 *C a bit after start up. im thinking the manifold expands witht he heat and lets out exhaust. anyways. once i have time il pull the turbos off and start with this.
