Lowering boost - change pills, boost controller, or other

What are your opinions on lowering boost. What is the best method and why? Is one better at controlling spiking than another?

It seems like anything that controls the wastegate actuator would not control spikes as well as a mechanical controller (like the Dawes(sp?) Device). Is that true? What about changing the pills... Does that have any advantages (quicker, easier, cheaper)?

Which spiking are you referring to? Stomp on the floor spiking or 4500rpm transitional spike?

I was refering to transition spike, though spinking isn't my biggest concern - just interested on the best way to keep the boost down.
