Well, the interesting thing is I just started DD my FD and I found out ONLY when it's about 80F out and after I drive the car 20 mins or so when the water temp gets to 195-200 F, the car boosts perfectly and I start getting boost in lower rpm range like it should even in first gear (but still no full 10psi in 1st ever). and I do eventually get the dip from "10-8-10" so this leads me into thinking what in the turbo control system is temperature dependent and will only work well when the car is hot. Or maybe I have a clogged pre cat? I still have the stock precat for this 94 touring with 110K miles on precat. (sounds like a nightmare)

I would like to bump this thread up since my other thread seems to no be getting any attention, and I solved the issue I originally created that one for.

My symptoms now are very much like the OP's. Good strong boost on the primary then it's just drops off at and after the transition point. The spooling sound also changes pitch and sounds noticeably different.

I've verified all my solenoids are working and have bought a few more used ones to try. My pressure tanks holds true, and my wastegate actuator moves when I apply pressure, and doesn't leak with vacuum applied. I've also checked that the rod on my charge control actuator moves.

Soon I'll be replacing whichever hoses I haven't changed to silicon yet, but then after that I have no idea what to try.

Any ideas?
