looking at these turbos, is there a bit missing?

a local guy is selling them cheap, he sent me a pic, but is one of the nut screw thingys ( see pic) missing?

I may be wrong

its a stud for the dp just pick up another one from mazda, and if you do pick it up it looks like you might want to buy a replacement bolt for the plate

Unless it's broken off, its no big deal. Exhaust studs commonly come out of the housing along with the nut during removal.
