LIM question

ok i bought a fd and the lower intake manifold has everything blocked off except for the egr it looks like it was cut out and thats it...do i have to plug up the holes or something?

The big hole at the bottom is not round but a dirty looking place .Weld it also . I have cut the extra metal off and finished them out before .There is some to weld on the other side as well .
