Issues with adapter to oil filler neck?

This isn't putting down RE-Speed so their not in the title. I need to know if I have to modify the holes to an oval slot or it's the holes on the adapter attached to the center iron not being centered is the issue. Maybe that's why the OEM filler neck has very large holes and uses bolts with washers.

I didn't need to modify anything on my ReSpeed filler neck for the install.

it's not the filler neck on the block.

the factory upper filler neck has larger holes to allow it to twist to match the rat's nest mount, gives it a little bit of room for movement. in this example the holes are not centered, difference is this part was not fabricated properly and their template is not accurate.

the holes on the block's neck do look like they were drilled offcenter but still wouldn't cause such a discrepancy.

I wasn't sure if purchasing a new neck adapter for the center iron would have the holes centered in the wing or not. So it looks like I may have to slot the holes on the RE filler towards the weld which creates an issue with the weld as it won't allow the use of a washer or flared nut.
