isc tps and idle question

Ok, so i've been having an idle issue, my car was idling between 3 and 4k rpms, then i replaced the UIM and TB gaskets...I just started it and it sat at 2k rpms, then flew up to 3k, so i took off the intake elbow and put my thumb over the two ports in the TB, they were sucking in a ton of air. So i disconnected the ISC plug and then the idle began to jump between 2.5 and 3k+ rpms. Any idea what it means when the two holes in the TB are sucking in a lot of air?

Also, there was a ton of thick white smoke when i started it up, might be the coolant seals, idk though because i only have 30,000 original miles on the engine...anyway, i don't think this would affect the idle
