Intermittent boost from secondary turbo?

Intermittent boost from secondary turbo?
Primary turbo spools fine - my problem is that the secondary turbo seems to be "stuck" and will not spool up which causes the car to basically produce no power.
The weird part is that if I do a 3rd gear pull from 3k rpms till redline - the secondary turbo seems to become unstuck, and once I get it "unstucK" I have no issues getting full boost (when both turbos are working correctly, they maintain at steady 10)
So what could cause this --- why, once the secondary turbo starts to work, does it work fine, but until I am able to get it spooling up again that it seems to be "stuck" is the best way I can describe it.

This smells like the infamous sticking turbo control solenoids. It usually happens with the pressure side solenoid.

But it's by no means the only possibility. I'd pick up a spare pressure gauge and tee into each solenoid->actuator line and monitor it. When you reproduce the problem and see the corresponding change in that vacuum line you know you've found the culprit.

Try spraying the charge control actuator with silicone spray. I had a similar problem and discovered that my cca was sticking. Once I sprayed it down with silicone spray and manually moved it back and forth with a long screwdriver multiple times (as well as observing its action with KOKO), my problem was solved. I would try this inexpensive fix first....
