Installing rear view mirrors. What am I missing here??

OK, I'm pretty sure that I need to rotate the black thing that the arrow points to (as if the mirror was tilted inwards for storage), so that the holes are exposed and I can screw it to the body-color base that goes on the car. My problem is that I CAN NOT rotate the black thing. It will not budge at all. I am doing it in the correct direction. What am I missing? This is keeping me from putting my car back together.

The spring inside is keeping tension on it. If you do it carefully you can use a channel lock wrench or anything that will adjust to the size you need. A table vise will work too. If you're using a channel lock just grab onto one of the ends of the base with it while holding the shell and turn it. With a table vise put the base part in the vise, tighten it up and twist it. I used a channel lock to do it and it worked pretty good.
