Idle Trouble, Revving Hesitation...

Idle Trouble, Revving Hesitation...
I just reworked my RX7 compleatly... Single 60-1 turbo, the whole-9. My question is that it has a real problem idleing, hesitant revving, and the vaccum is around 9-10 lbs. What could this be? I have tried to do a search but I could'nt find anything..... Could someone please help me out? Thanks
