Arrow Idle Hunting

Howdy guys and gals.

So i got my car tuned recently, and all went well.

But i have always had a problem even before the tune, where when i was driving, and take the car out of gear, and the rpm's drop to where the car should idle, it wont. It will blip up from 900-1400 constantly until the car stops moving.

Right when the car stops moving it will idle as it should @ 1100. I have a PFC, and the Idle settings on the PFC is at 1000.

any insight?

Might be talking out of my butt, but maybe power brake issue? When it's idle hunting while moving is it when you have your brakes on?
