idle air control valve or ISC wires question

idle air control valve or ISC wires question
looking at the ecu pinout, i am able to find the isc at 4Q. clearly the isc is a 2 wire component. i am having a hard time finding where the other wire goes or comes from. would anyone happen to know?
what i am trying to do is troubleshoot the isc. when i did my "single turbo harness" i deleted and depinned the isc wires. i did this because when i got to delooming that part of the harness i found that one of the wires was broken INSIDE of the loom. no, i didnt cut it when i opened it. naturally, i took this as "oh man, this thing wasnt even working this whole time. might as well delete it." now im sitting here troubleshooting and it keeps bringing me back to this part. what i need to know is if both wires are necessary for its operation or if the one wire that wasnt cut was all that was needed for the isc to work.
i am on a tuned power fc with no other idle or warm up components. i purchased the car this was and it was tuned that way. i dont know how long the wire for the isc was broken before i opened the harness but it was installed before i purchased the car. I am hoping that with that cut wire, the isc was doing nothing and that I need to continue troubleshooting elsewhere.

What I take from that is the isc was serving no function with the cut wire. If one is power to the valve then without it the ecu is sending a dead signal and if the other is signal from the ecu then the valve is just being powered without a purpose. So both wires need to be attached for the valve to do its job.
So now this takes me to my next step. With the isc disabled, the check box in the power fc for ign/idle control should be unchecked. From what i am reading, in order to set that properly, I need "chucks notes" on how to set all my throttle body screws. The thread I was reading that somewhat details this process states that the isc really only works for cars idling below 1000rpm and if that doesn't apply then the isc is pretty much useless anyway. Before I tore my car apart I believe my idle was ~1100. So now, where do I find "chucks notes"? Everyone just keeps referring to them and how great they are but no one has actually shared them.
Also, the issue im having is an absolute atrocious idle. It seems everyday I need to adjust something to get it right again and my idle afr is in the low 11s, sometimes dipping into the high 10s. I was able to get it into the mid 12s and low 13s but now its back to the 11s. Along with this, is a very heavy and consistent flooding issue. After the first start and long idle time, I shut down and some time later I go to restart and it floods. Really bad. An extensive deflood procedure starts right back up but the flood is pretty much guaranteed.
