Hunting at 2000rpm

Hunting at 2000rpm
Can anyone help i have a 1996 fd3s, which has two faults:
firstly hunting at around 2000rpm, it almost seems as though some part of the control system is phasing in and out anything over 2500 is fine and idle is fairly stable. There doesn't seem to be any form of air leak and the hunting is so regular that it seems more electrical?
I also have an ongoing problem with the air pump switching in the pcm, any pcm experts who can advise ( i know its a long shot)
