the wastegate actuator is operating throughout the rev range, this sound is only occurring during transition or right after the trhottle plates are closed from WOT, couldnt really tell by the video, so the wastegate should be last on his list of things to check. the first things should be the prespool actuator if its happening during or right before transition, and check for leaks in the piping on the output side of the compressor housing as it could be boost venting prematurely for one or more reasons.

edit: after watching your video again and watching your tach very closely the sound is happening between 4-5K RPM. but at the same time your shifting between 4-5K so it makes it hard to tell if the noise is a result of the transition sequence, or the throttle plates closing during the shift. I would drive around and shift at 3-3.5K and also go up around 6-6.5K and shift then and see if the sound still happens between 4.5-5K RPM. this will help narrow the places for you to look.

I will re-make a video tonight. Its hard to take vid and drive at the same time haha. It happens anytime the car builds any sort of boost regardless of rpm its whenever i let off the throttle, shift, or when the turbos transition it makes the sound.

Also.. if i mash on my car it does the sound more often than just moderate driving to slowly build boost.. if a shift slow and throttle it slow it makes the noise less often and builds boost through every gear. Wherea's I'll be driving.. 1st gear & 2nd gear will make the noise and I'm not feeling hardcore boost until 3rd..4th...and then in 5th it does it again.

Randomly typically when i start my car or drive at night.. if i mash on it...my car acts normal...and theres no weird audible sound...just the sweet bliss of the PSHHHHHHH.

Hopefully this is making some sense...and my video will elaborate. If I lag.... please be patient.. my mom was rear ended by a teen driver ironically my age and with the same name... pilled out attempting to kill himself... My mom had her foot on the brakes to absorb the impact and not hit the elementary school kids crossing the street. She'll be fine...my old Tc is f'd up though. Oh well... I love my FD XD but in all seriousness. I'll be taking care of her at the hospital/at home.

However thanks guys for all of the helpful information.
