How to test Crank/Cam sensors

What is the proper procedure for this?

Besides a basic resistance test, you would need an oscilloscope. Should be 12 Ne signals for every G signal, see service manual. Of course there isn't an actual cam position sensor, the G signal is the closest thing to a cam position signal that you will get.

what resistance should you see between what terminals?

Check the FSM. It has the procedure and ranges listed. IIRC, the FSM dictates a resistance between .95 and 1.25 Ohms.

also would there still be spark if the crank sensors were bad.

It depends how it goes bad. I suspect that if the G signal (which provides the TDC signal) is off it may not spark.
