how much coolant should i see in the AST?

I just replaced my stock AST with a Pettit aluminum AST w/ the pressure cap and if I remember correctly, the stock AST was usually almost empty when the car was off. Now that I installed the aluminum AST, it's always full to the top with coolant... Also I noticed that sometimes i get white smoke out of my exhaust ever since changing the AST. I don't seem to be losing much (if any) coolant. Are my water seals going bad or did I mess something up when I installed the aluminum AST? Is it possible to have too much coolant?

The AST(stock or upgraded) should be full of coolant.
