SP program was conceived by Allan Horsley of Tripple M Mazda Motorsport with support of Mazda Motorsport Australia.

"In 1995, the RX-7 SP was born. Something impressive about the RX-7 SP is how quickly and efficiently it was developed - local development and production of the parts obviously helped. I don't think any corporation can even think about a project for $10,000. Now, I don't doubt that after the 1st race part parts the dealers SP special edition had parts come from Japan; I think the homologation think of 35 cars was kind of lax with regard to timing and sourcing.
