I've been trying forever to find some way to bench diagnose turbos and have yet to find a method.
If you pull the turbos, you can typically tell if one or the other is bad - one will be wet or lots of burned on black oil. If so, many times you can frankenstein together a good set of turbos.
Or just try and find a low mileage JDM set. I try to get the N3C1 turbos if at all possible, they have a higher nickel content in the turbine housing so they are less prone to cracking.
