Question How do 96-02 fd pass emissions in IL

How do 96-02 fd’s pass emissions in Illinois without an obd11 port? Or do you register them a different way. Please explain the proses. If I am not mistaken there is a forum member here on the forum with a spirit r in Illinois. Thanks

a jdm 96-02 FD is not legal in IL or the US. has to be 25 years old, in which case it should get an exemption from the EPA.
