That bumper does look good. Although I think it would look better if it was missing that "eyebrow" thing above the oil cooler openings

Yes, the lip is part of the bumper. The bumper is offered in two configurations:

A couple of notes about the bumper. Both options, regardless of lip, are FRP. They are not urethane like OEM. Only difference between the two is the makeup of the lip. One has a carbon fiber lip and the other is an FRP lip. They are one-piece in that the lip does NOT separate from the bumper. The one-piece design was due to "shaken" requirements (Japanese compulsory inspection). It had something to do with the lip protruding forward of the bumper. On an OEM 99 spec front end, the lip does not protrude forward of the bumper. In order to pass "shaken" it had to be made as one piece. Fitment is actually pretty good. And IMHO, the LED lights look bright and great in person!

Below is a close up on the lip. Mine has an FRP lip vice the carbon fiber option.
