Waaaayyyyy more info needed.

Who said the secondary isn't spooling up? Did they even say that (turbos don't "turn on", they spin up as you apply exhaust gas)? Are they using a boost gauge to diagnose the problem? If so, what boost values are they seeing from the primary turbo? WHen does the the boost fall off in terms of rpm, and in which gear is this happening (with respect to shift points)?

A nice site to visit to learn to diagnose our turbos (stock form, that is) is http://www.autosportracetech.com/RX-7/rx7stuff.htm

Here there be larnin', I tell ye! Ultimately, it can be pretty damaging to a turbo to just spin and not have any load to work into (freespin), and it's not impossible for this to occur (charge relief not opening and just blowing full secondary boost into the air box should cook 'em nicely, I'd think).

Awww, here I go spouting off about things I haven't pulled apart on my own yet. But do provide a little more info, 'k?

You gotta push the red button to turn it on! Its the red circular one with the white triangle in the middle. I thought everyone knew this!

Maybe your compressor is out of compression....you should be able to pick up a can or 2 at your local auto parts store.

While your there you should also get a long weight to help you with the install. Ask for it by name - a Long Weight
