headlight motor ****?

Can somebody tell me what the ***** that can be manually rotated at the end of the headlight motors do?

My 93 headlight motors do not have these, but I have a new set that has these and was wondering what they are used for.

Thanks,
Kevin

Note that for them to work manually the motor has to have failed. If you try and adjust it while the motor works it will just return to the original position it was in once turned far enough. That's why there there for a failure type condition.
