I would go for option #1.

A 93 FD with only 35K completely stock for only $13K is a steal!

Its all up to one's prefrences if both of the car is in mint condition. I would love to get the single turbo if all the mods are proffesionally done. I do not know bout your country but in mine the mileage can be adjusted and is quite popular among the car dealer here. So mileage doesnt really matters unless it is really too high.
