fuel pump (speed) relay

hello gurus, pertaining to the fuel pump (speed) relay, should this particular relay be closed once the key is in the ignition and put in ON position?

im asking because im having issues with the fuel pump, i do not hear it running when ignition is set to ON.
however fuel pump does run when i have GND and F/P jumpered in the diagnostics box

diagnostics steps taken: jumped GND and F/P

verified:
- NF02 closes when ignition is in ON
- NF01 stays OPEN when ignition is in ON

NF01 aka Fuel Pump (Speed) Relay
NF01 aka Fuel Pump (Speed) Relay
NF01 aka Fuel Pump (Speed) Relay OPEN
NF01 aka Fuel Pump (Speed) Relay OPEN
NF02 OPEN
NF02 OPEN
NF02 CLOSED
NF02 CLOSED

ive tried placing the NF01 where NF02 normally sits while having F/P and GND jumpered.
NF01 did not close.
I believe the issue is with NF01.

also noticed that in the picture NF01 has so black powder near where the ends would connect, contacts look like they could have went bad.

Maybe your speed relay is indeed bad. It should be closed when ignition is ON (according to the manual):

the FD is setup so that when the N.O. relay is ON power goes through the resistor, and pump voltage will be low.
if the relay fails, or is off, the power just goes right to the pump.
