Fuel causing lean conditions

I have noticed that my car is running a little lean per the wideband's display. It shows 12 to 12.3 while at 10psi. It is somewhat cold outside, but it did not do this before. I am thinking is my fuel filter. I am replacing it. Just wondering if there is anything else to look at or if the in tank fuel filter also needs to be replaced. Thanks

I would do a fuel pressure check.
