fluidyne radiator question. please help

i tried to install a fluidyne rad this weekend. my problem is this. i can't get the drain bolt to seat all the way down. do you guys with fluidyne rads have this same problem? it's a double bolt. which way is all the way closed. both bolts have to be tightened right. the main bolt seat about half way only. it gets very tight when i try to force it and starts to strip( the bolt itself). will try to order a new bolt. any advice is appreciated. thanks. kevin

only the wing nut is to be tightened and if when thats done if the other is not snug then snug it (dont over torque, this is soft aluminum)but I dont think Ive ever seen the other come loose.
