first start after rebuild, sounds like a vacuum turning on

sounds like a vacuum turning on, dosen't turn over. do I need to reset the ECU?

think I found the problem, main fuse is blown

How the hell did you get it to start? When the main is blown, all power is cut off.

It sounds like you have other problems.... Find out what caused the main to blow.

I did not get it to start. all I get when I turn the key is a sound like the starter spinning but not engaging.

I replaced the main fuse and it blew out again?

any ideas?
