few problems

ok, first is high idle. 1100-1200 all the time, with 15 in vac. i tried adjusting the screw and all i could do was raise the idle.

i also noticed while revving it a little under the hood, it sounds like my turbos are kinda of buzzing when they spool down, and a little when they first start spooling...is this normal?

Are you getting full boost? Seems like you might have a vacuum leak or maybe check the TPS.

As far as the turbos, is the buzz a 'metal type' sound?

As long as the sound doesn't sound "metallic", then I would say not to panic yet.

How long has the boost been like this?

Seems like you have a vacuum leak and/or some non-functioning soleniods. Here's a thread of a similar situation:

I would suggest starting there. Good luck.
