FD3 Wont Start, Loud Buzzing From Under the Intake Manifold and Strong Fuel Smell

FD3 Wont Start, Loud Buzzing From Under the Intake Manifold and Strong Fuel Smell
So last night my cousin and I thought we'd have some fun doing some stuff to the FD. We pulled the dash panels out and repainted them with Plasi-Dip, they look great buy the way. As a side not sanding is the ONLY way to get the rubber coating off those pieces. We also Plasti-Diped the wheels in flat white and installed a TurboSmart Street Boost Controller.
When I went to start the car all it did was turn over but wouldn't run. After stopping cranking there is aloud buzzing coming from under the intake manifold. I've never heard that before, Also there is a very strong smell of fuel coming from by the intake manifold as well. My A/F gauge, while cranking, goes from 16.2 to 17.4 to 18.0 and stays at 18, unless it sounds like it almost wants to catch in which case it drops to 16.2 again. I'm figuring I can't be that lean with the strong smell of fuel.
To make things even more confusing, when i bout this car it already had a single turbo conversion and the "rats nest" is gone so I don't know if I have lose hose or a connector has fallen off. I did see that the clip for the air control cyliniod did come off, but when I re attached it, it didn't make a difference.

Ya, that seemed to be the consensus, the clip is broken and I managed to get it on. It seems that with this car if I start up the car and drive around for longer than 5 minutes the car will restart fine, but if I turn the car on and have to turn it off soon the car wont restart, it looks like the pugs are soaked in gas. This morning I started the cart and it ran, given my guess that the car floods when I turn it off. But now that I've hooked up the IAC the idle is sitting around 2k to 3k and is very erratic.
