FD won't crank, sucking/vaccuum sound

I went to pick up my car from getting shipped back to DFW yesterday, and ater problem shooting the "no power at all" issue and driving 35 miles to find a 120 amp main fuse, ran into something new for me.

When I turn the key, there's no cranking, just a sucking/vaccuum sound coming from the engine bay. Kind of resembles the sound from one of those pay vaccuums at the do it yourself car wash.

Pain is, this place is close on the weekends, its far as hell away from my house, and I HAVE to pick it up on monday.

94 FD with a Power FC ecu. Lots of other mods, let me know what else you need to know about it.

Almost sounds like the starter is spinning, but the solenoid is not engaging the gear with the flywheel.

I've heard that a few times. I was recommended to "tap" the started with a hammer, I did... nothing.

How do I fix? New starter?

Have someone crank the car while you look through the access cover under the trans. May be hard to see though.
