FD radiator fans

Stupid question, but when the radiator fans are running at the "low" setting, should BOTH fans be spinning? I noticed today, after pulling into garage, that only the passenger side radiator fan seemed to be running and I was not sure if this was normal. Water temp gauge was about 96C and I had the a/c switched on, so it is my understanding the radiator fans should be running at the "low" setting.

Under those circumstances, yes they should definitely both be running. I only use my A/C switch as a way to trigger the fans when I drive through the city and they always both turn on.

They both always run at the same speed. When in low, they both spin low speed, etc.

Make sure it isn't jammed up, then look at wiring and maybe the motor.
