any ideas what would cause my fans to be running ALL the time, even with the key out and the car stone cold?

Relay 2 and Relay 4 are getting current at all times. if i pull the fuse they click off, so the relays are not stuck, i verified with a volt meter that current gets sent to 2 and 4 as soon as i replace the fuse.

i've tried replacing the coolant temp sensor and the thermo switch, no effect.
i haven't messed with the ECU at all so it shouldn't be that test lead. (even if the test lead was grounded the fans shouldn't run with the key out, outside of 10 minutes right?)

getting sick of pulling the fuse every time i park.
even considering taking it to the dealer (gasp!)
