fan relays and fuse?

alright I have installed new cooling fans. just replaced the whole unit cause the drivers side fan shroud on my old unit was done. got the fans in and wired up to a toggle to be able to turn on the fans. the fans come on and are running good with the switch on. that is the only way I can get them to come on. no coming on with a/c no coming on at all any time, unless I hit the toggle. I read up and it lead me to checking the relays or fuse. this is where I am stuck. I do not have an electrical meter to check the relays that way. so I checked in the fuse box on the drivers side firewall under the dash for the fan fuse. no fan fuse. where is the fuse that I need to check? looked around in the eng bay and can't see anything. I am thinking that because thay don't come on with the a/c on there is a relay or fuse problem. can anyone help with this diagnosis. need to get those fans working right!

I just tapped into the black wire with the green stripe (I think that is the wire, not looking at it, the one that runs them full speed) right at where the fans plug in. then ran that to a 2 position toggle switch and then to the battery. flip the switch and fans come on high speed. seems to work ok. I just did that to see if they were working at all. have not hooked it up permantley like this. I want the fans to work properly like the used to. hope that sheds some light.
