looking at the pic Karak posted, if you apply 12v+ to PIN A and Ground to PIN B if you take a voltmeter and check for continuity between PINS C and D you should have continuity. If you do not the relay is bad.
Also, when applying voltage as stated to PIN A and ground to PIN B you will hear a click.

If you dig in the FSM you can check the resistance between PIN A and B as well and compare the OHM readings with the FSM.

test them as phrost mentioned, but i'd be willing to bet that simply unplugging them you'll find a load of crap in the connectors, not just at the relay but at their added junctions a few inches down the harness.

isnt that the connector for the fog lights. i did disconect that when i rmoved the fog lights for my fmic.

This is the misterious connector that i have no idea what it is for. I has a black and a white wire or at least it seems that way
