Electronic issue.

I have a issue with my baby, on the electronic side of things.

Here is the details, see if anyone else can make heads or tails of it.

When the car is running (or even key turned to "on") The seat belt like blinks.
This blink is accompanied by a very annoying "click-click" noise.

When I put my belt on, they do not stop.

The light and the "click" seem to be at a constant "time on" "time off".

Originally I was thinking it was a faulty ground, but that doesn't appear to be the case. I have followed the clicking back to the junction box located under the wheel and against the wheel well. I believe its called JB54 in the service manual. It's the source of the clicking and such.

Here is where the story gets odd. My Power windows...
They will only go up or down during the time when the seat-belt light is on, they stop when it goes off, and start when it comes back on.

Looking in the manual I can't seem to find anywhere that both of these systems actually cross. The power windows seem pretty simple, battery->fuse->ignition->switch->ground.

Anyone have any ideas?

Its a 93 rx7 (obviously) it is a JDM, and has several mods, but nothing that would be playing with the electrical system.

Finally if someone has a schematic for that junction box, (one that's better quality than the Factory Service Manual) could they let me know where to find it.
