electric problem

electric problem
Hi there,
My FD has an weird electric problem.
The car runs good en drives fine but the electic part is not good.
In the video you can hear the problem.

Also my taillights stopt working and my front (dim?)lights are not working.
The headlights are fine.
The light that is blinking is the light for the seatbelt, it doesn't matter if i wear the seatbelt of not.
It looks like the computer resets it's self every 2/3 seconds? My radio shutsdown/starts in the same patern.
In the end of the video you can hear me use the window, it also goes down in the same patern.
I've checked every fuse under the hood and it looks fine.
the battery is replaced so i don't think thats the problem.
Has anybody an idea what this could be?

The seat belt warning is likely something messed up with the CPU #2, it's a black plastic box with 3 electrical connections behind the driver's side kick panel. It controls the seat belt reminder and has the beeper in it.
That's where to start in on the problem. Could also be a bad ground somewhere.
