EBC problem, possibly overheating

Hello all,
My electronic boost controler has recently developed a strange problem. When I first turn on the car the boost comes on nice and strong and right on target but after I shut the car off and return I can only muster 5-6psi in all gears even if I turn the controler off and put it back on. The stepper motor is located at the front of the engine bay (near the factory BOV) and it becomes way too hot to touch after the car has been shut off for the first time, so could my problem be the stepper motor not functioning due to heat? Im a little lost guys.

Deos anyone know the signs of a stepper motor going out?

Boost cannot be decreased below WG spring, unless you have boost leak.
