The "you get what you pay for" comment isn't entirely true.
Many Honda, DSM, and Supra guys have used numerous eBay parts with great success. XS Power had a bad reputation a couple years ago due to poor product control but they're turning that around.
Do they build a good intercooler? I have no ******* idea.

Well for 500 you got ripped but metal is metal. On the DP and Mp I wouldn't be shy to go ebay. But I would rather be sure for something like IC.
Look around for Pettit Coolcharge II or ASP or M2 Medium in for sale section can usually be bought at nice prices.
Bought my Coolcharge II at 550$ Cad

I've yet to be pleased with a part off Ebay. $40 midpipe? Fits like crap. Looks fine, built well, but the flanges aren't in the right places, and it makes my cat-back go up higher, bumping the frame of the car.
A buddy of mine with a local import shop said pretty much all the cheap body kits on Ebay are total crap - he's seen some that don't even look like they're for the car, the fit is so bad.

Time is money. You may save money buying no-name ebay parts, but you spend time getting them to fit correctly. You then have the added bonus of telling your buds at the car meets that you have an ebay intercooler/midpipe/downpipe. No thanks.

For someone willing to tinker with a product and do his own fitting, ebay products like the intercooler and down/mid pipe will work fine. They may need inspecting before you put them on the car. I tested my xspower intercooler for leakage and bad welds before I put it on the car, found known. But for someone like me I don't need to spend the extra dough just for something that doesn't require work plus if I'm missing that 5 extra hp for the money saved I don't care.
